BUG: WinTC service now depends on and wait for Packet Scheduler to be started before it is started up.
BUG: Flows with priority of 2(medium) or 3(standard) might not have been capping outgoing bandwidth. WinTC depended on the default bahavior of Packet Scheduler, which is very vague.

Tcmon.exe - Traffic Control Monitor
This tool is included in Windows Server 2003 Resource Kit Tools
and can be downloaded for free. Follow the link "Windows Server 2003 Resource Kit Tools" on this
page.
You can install this reskit on Windows XP and later. For Windows 2000,
you need Windows 2000 Server Resource Kit which is not freely downloadable.
- download and install the reskit tool
- open command prompt and run "tcmon.bat" to install tcmon.exe
- run "tcmon.exe"
Important : This tool seems to be intended for developers
with programing knowledge about TC API and Windows QoS infrastructure
in general. You should only browse information, NOT update anything with
this tool.
